Brian Heder comes out of the golden years of smuggling in the Keys. He would rather leave the dirty work to other people, and he still moves goods through his boatyard. Lori is his third wife.
Jason works in that world and lives there through Brian. In September 2026, voice actor Stephen Root, known from King of the Hill, confirmed that he can be heard in the game. Reference works link that role to Brian.
Rockstar's profile spells out the deal with Jason: Brian lets him live rent-free at one of his properties, as long as Jason helps with local shakedowns and stops by for Lori's sangria once in a while. The studio describes Brian as someone who 'looks like a Leonida beach bum' but 'moves like a great white shark.'
His profile lines look back on the old days. He claims he hauled so much grass in a plane that he 'could make the state of Leonida levitate.' His idea of a good evening, according to the same page, is a Mudslide at sunset.
